correct part number but doesn't fit

I've taken the rear quarter panels off the tub, but when i put the new ones on the did not fit. They are too high, so the curve in the rear side panel doesn't line up and the panel itself does not hang far enough down to the rear cross member. The part numbers of the panels are STC1854 & 1855. These seem to be correct.

Here is the problem

That shoulder fits in to the inner wheel arch, but because the new black one is longer it pushes the whole thing nearly an inch up over.

could these panels have been put in the wrong box under the wrong part number? are series ones slightly different? :confused:
 
Tin snips would have that fittinf in minutes surely ?

Problem with aftermarket panels is sometimes things get changed over the years or they are just cheaply made wrong.. I had foot wells where the bolt holes for the pedals didnt line up with my accelerator pedal holes.

Not easily cos the aluminium is double thickness there and only the front layer needs to come off. Two spot welds to drill out, which will leave holes. I could fill the holes with pop rivets, but would rather have ones that fit without cutting them up.
