Cooling Fan - still running ? Why

Hi.

Patient: Freelander 1.8, ( '00 )

Problem: When I trying to start engine ( cold ) there are some problems: no automatic choke, and when it finally starts ( after 3rd or 4th try ) it has only 1000rpm. Should be more ( over 1,1 - 1,2 then it should drop to ~0,8k rpm ).
And one more thing: cooling fan is still running. It starts just after engine.

Temp. is ok, no leaks - only cooling fan and ( I think ) no auto choke.

What I should check ?

sounds like temperature sensor, the ecu believes the engine is hot all the time, hence cooling fan and lack of auto choke.

not necessarily the same sensor which drives the dash gauge (assuming this is ok)
 
I have the same problem. Substituted Fan control module, no change, disconnected 2 pin connector to control module, Fans closed down. Pin 1 connector = 12Vdc, Pin 2 connector = 6.5Vdc, ECM receives signals from various sensors, coolant, A/Con Evaporator, and Pressure. Just trying to find them !! A/Con doesn't seem to be effective either so I think Im on the right track,
