cold weather start

hello gents
Wht could cause my baby not to start from the first time when the weather got cold,when no faults r found.is it leads or plugs?or smtg else.
Also after wadding in 30 cm of water on the mountains road and facing running rivers of water from heavy rain while driving on hills i heard this sound exactly like tht,drrrrrrr inside the cabin and felt like the lights went dim,i thought water got to the belt,is it a possibility?or water don't reach the belt in p38?couldn't hear belt sliping though.after opening the bonne i noticed the presence of water on and arround srs sensor,and under the air box,is it normal to find water there?
Sorry abt these multiple q,but today was the first time i drove my baby in bad weather,the storm from europe reached lebanon and we r having our first snow 4 the winter.

if its a v8 they hate water. the water hits the pulley and is then sprayed onto the electrics cutting the car out. buy a dizzy cap cover and grease up your battery. also carry a trade can of wd40 for emergencies.
