from the outside the sediment filter on my 93 200tdi disco looks like its not been replaced for a long time. would i be better buying a new one or cleaning the one still fitted will be just as good? i sprayed some wd 40 of the the plastic screen on it, managed to free it off for half a turned, wasnt brave enough to try more as needed the disco today
 
The bottom thumbscrew is likely to shear but there's bolt on the top-middle (12mm I think) which allows you to take the whole sedimenter off.

Don't lay underneath it when you undo it though!! I put a freeze bag around it to catch the fuel.

If you mean that you tried to remove the white plastic screw - can I suggest that you don't !

You can remove the sedimenter bowl by undoing the 11mm bolt on the top of the assembly, then remove the bowl and clean. Then reinstall the bowl.
