Check Engine/Check Engine Soon Lights not working

I have a 2005 Land Rover Freelander SE. When you put the key to the on position all the warning lights come on except for the check engine and check engine soon lights. Because of this, the service station won't inspect the car because the lights have to work for the emissions test. Is there a fuse for these lights ? Just weird that all the other warning lights work and these 2 don't.

Have you just purchased this car?

Looks like the previous owner knew of this rule, so removed the bulbs so you wouldn't see them lit and hide a problem.

That's what I was thinking. I couldn't find anywhere online if the warning lights were bulbs or fused or any other information on them. So, from your response, they are bulbs to light them. Correct ?

I think in all cases this are small leds/smds. Therefore, I would bet the check engine one was covered in black mastic or something.

No fuses for the dash warning lights. They're not bulbs either. All the warning lights are illuminated by SMD LEDs. These can be deliberately broken or covered with something to stop them lighting.
This has been done on several occasions, simply to hide an underlying problem.
