cable on passenger side behind front bumper

I noticed a wire hanging down on the passenger side, just in front of the wheel, does anyone know what this is?

its black, has 2 cables together and a plug on the end that kind of looks like a plug that you would plug into an old stereo (2 little round holes next to each other in cylinders) ... if any of that makes sense lol

I was thinking that aswell, or maybe for spot / driving lights?
