bulkhead landy 110

Hi
I'm considering buying a 1991 defender 110. The tops of the bulkhead at the corners have got rusty holes in it. Is this surface rust or is it coming from inside? What sort of repair could be carried out on it? The rest of the bulk head seams to be fine apart from a plate repair in the drivers foot well.

The price of the landy is quite good, how much would a complete replacement of a bulkhead set me back?

luckily mine have had repair panels done.ive found this out as im in the process of repainting
