Braking or not!

Defender 110 1991. Changed rear shoes, cylinders and drums as all in a real mess. Changed front disc pads, discs OK and vacuum pedal test works well. Bled all well. Slightly dissapointing response still but as first Defender don't know how good they should be! Still running pads and shoes in but would have expected a bit of skid on a gravel car par if I brake hard??
So what next? Calipers looked fine although pistons were quite hard to push back. Any way I can test I am getting braking to all wheels (Jack then up, spin or drive and brake??). Does the pressure thingy (that avoids both curcuits failing) ever reduce braking efficiency? Or should I concentrate efforts on the Master cylinder. Or is that just the way things are with old Defenders??
