The brakes on my 1996 Discovery have been acting very strange. The brake pads were replaced last year, but they occasionally chatter/vibrate/pulse with an accompanying motor sound. When this occurs, the brakes fail to grab quickly and it takes longer to stop. This seems to happen mostly with quick stopping.

Does anyone have an idea of what this might be? I'm having to do all the work on this vehicle myself since we live in a remote area.

ABS.......I'm sure what your feeling/hearing is the ABS operating to avoid locking the wheels up. Not sure it takes longer to stop, but certainly safer from a control of the vehicle point of view.
 
sounds to me like normal ABS operation?
the ABS will 'kick in' when that wheel looses grip under breaking. Try it on some wet grass... you'll see..!
 
If this happens only on heavy breaking then I'm with the other guys on this one. If it happens when you are breaking normally, say when coming to a stop at a junction, then you might need to reseat one or more of the wheel sensors.

I finally got down to sorting mine after it stopped 3 feet out of a junction with a major road. Good job nothing was coming at the time!
