Brakes pulling to one side

I have a 1990, 110 defender with drum brakes on the back. when braking the back right hand wheel locks up before the other three causing the tire to ware out quicker.
I have checked the pads and drums and there is very little ware.
I have bleed the brakes but still no difference. Any suggestions any one?
 
Sticking wheel cylinder on the side that doesn't lock up?

Could be that or leaking cylinder....or un-matched shoes, maybe badly adjusted with the snails but you'd get a lot of travel on the pedal then.

Are the drums badly scored? With one scored once the shoes are worn in you get a much greater braking surface
 
The shoes of drum brakes can grab when you put the brakes on[pattern ones are worse]putting a champher on the leading edge of the shoe is the fix,chisel or file is all you need.
 
Drum brakes can grab if shoes do not have a champher on the leading edge[pattern ones are worse]chisel or file the brake material edge so it slopes.
 
The rear brakes adjusters had seized, A good 2 LB hammer and some grease sorted the rear. Front axle oil seal had gone dripping oil onto the front disc. New seal, cleaned disc and pad, all seems to be ok now.
