mine had got annoying and I stripped out dash to find the speedo is sealed, further to this the rubber bung reveals the inside is shielded against tampering.

having found 3 in 1 oil evaporates off bronze bush, on speedo bushes, spray grease is ideal-spray it between drive and plastic and leave it to soak clocks face down 10 min=smooth and no bouncing

to remove dash
remove 4 screws 2 top side one and two vertical bottom ones.
pull towards steering wheel-do not tip
disconnect speedo by pressing ring
disconnect plugs and unclip rear screen lamp holder if fitted.

may be wise to replace dash bulbs while apart, and use small screw driver to bend electrical contacts in plugs-working dash lights

I have the same noise on my 90, I have had the dash off a couple of times and sprayed wd40 in but it hasn't worked. I didn't leave it face down for a while though. I'll give that a go if it gets bad again.
 
On most speedos the needle is connected to shaft with spring and drum on it, the drive side is a shaft with magnet on.

Several speedo's I've stripped the fast rumble has been a dry bronze bush, I'm not suggesting this will fix every one, especially as the thing is shielded

But mine has shut up and the needle moves smoothly instead of jumping like a madman. Capillary action

Wd40 evaporates, spay grease clings after the solvent has evaporates.
