Botched Rotary Coupler?

I'm replacing my rotary coupler but the old one has some odd wiring. It looks like the circuit board is damaged and someone seems to have bypassed the problem by splicing red wire into the green and red wire the joined it to the metal case... anyone seen this trick before? WTF?

Light green and red tracer is horn circuit.

I assume the circuit board isn't available as a separate part?

Should I:

1) mask and paint the ribbon cable with conducting paint (which I've got)?
2) copy the botch?
3) Buy a new wheel of unknown provenance for £40?
4) None of the above!
