Boot full of water

Last week I found the tire well has a good couple of cms of water in it. I dried it all out and checked the boot seal for damage and although it looked ok I did notice that a small portion at the very top was not properly seated. I fixed this and thought my problems were over.
This morning I checked it and it's the same story. I checked the seal again and it all looks perfect. Where is the water coming from? A few google results mentioned that this was a problem which was fixed in 1994.

Is it OK to drill a small hole in the footwell to let the water out or does this cause it's own problems?

Follow the instructions in Land Rover technical bulletins. Remove seal, bend seal flangs out 5mm from top to where tailgates meet. Put a strip of gas tape over edge of flange squeeze seal up and refit. A small amount of silicone in seal around where tailgates meet before you refit it. Problem solved. My 1999 had this problem. Did that and cured it.

From memory there was a bulletin( rangerovers.net I think) which suggested adjusting seal/replacement and that water tracked down door card. Drilling a hole will remove water, but not solve why it comes in.

Call me dull, but I had a little trouble working that out. What did you take it to mean exactly?
