Bonnet spare wheel cover

I'm looking for ideas. My bonnet mounted spare fills up with water and now ice which dumps onto my screen once I reach 50, ok I can see one obvious answer but I got a used cover off e-bay, its really good quality but its no use as it balloons up and I can't see where I'm going. Yesterday I glued a plastic sheet inside it and now I'm looking at putting a 1/4 stud down through it with a wingnut.
Before I go cutting and drilling have other people solved this problem, if so, how?
Ps I'm also eyeing up the spare as a place to store the recovery cable or a BBQ...
 
There are available hard [ plastic/stainless ] types available on the fleabay for about £50 but you may be looking for a low cost fix.
 
That could be the answer, never thought of that, I'm sure they turn up second hand. Will faff about with my soft cover for now as I'm only using junk i already have.
