Blanked off fuel filter bleed screw

Hi - First post since joining. I've had my 1997 Wolf Defender 90 for about a week now. It's in great condition. However, when i went to give it a basic service, i notice that the fuel filter bleed screw is missing and appears to have been covered off with some sort of paste. Does anyone know whether I can remove this and replace with a standard bleed screw. Reluctant to just scrape it off in case there is some reason - other than a bodge - for it being missing. I've attached a couple of pictures to show what I mean.

i wouldnt touch it ,youd probably end up getting another filter head, besides you dont need to bleed it there just slacken the front banjo on injector pump to bleed the system
