Series 3 Arrgh Steering box

Finally have all the parts to reassemble my steering box, I managed to get the worm, nut and both races in without any major swearing incidents but...

I put a single gasket on the top as shown in The Book and saved the shims for the bottom plate and this is where the problem starts. On the top I have one paper gasket on the bottom I have 2 paper gaskets, 2 plastic shims and 2 quite large metal shims but I don't seem to have enough. I can see that the gasket/shim combo isn't tight together and I cannot tighten the bolts any further as the column then locks up. If I back off the top bolts a little I can tighten the bottom ones up OK but now the top is flappin about! The steering column is Sh!tpart as that is all you can get. Do I just buy some more shim packs and adjust the problem away or am I missing something.

ive used them and theyve been ok ,sounds like you need more shims if column and brgs are assembled correct
