Insist on a western express money order for 10% of the total cost as a sign of his good faith.. Then email him and ask for a further payment to cover your expenses.

Told the toss pot it's CASH only, and to make sure his 'associate' has it when he comes to collect from a yet to be decided secret location....probably the local plod station.
