Another Bug Mistake, Please Help

Please don't Laugh but I've made another big mistake somewhere down the line. Finally finished my rear axle to day, last job was fitting new seals and bearings to hub before putting it all back together.
Anyway went to fit the last piece on End Flange, and I find this, in photos. Cant figure out where I've gone wrong as put every part back same way I took them out. The flange is pushed on as far as it will go but shaft is about quarter inch inside. Please tell me what I've done wrong ??

Its a 110 1987. Rear Drum Axle, Salisbury. Im sure there the same Flanges I took off as I had two others but they were the same anyway.
Will the shafts just pull out as it is ? or will I have to strip down again ? or which Flange should I buy ??

just pull out, i fit flanges to shaft first
 
remove the flanges and pull shaft out
Thanks James It will be tomorrow night by the time I get back up will have a go then. Just been looking at, Diagram and Ive missed number 13 out, washer so will put them in while Im on.

Arnt those shafts tapped at the end to take a m8 (I think) bolt? I vaguely remember being able to screw a bolt in there and pull them out.

No Mate I thought they were as the ones on the front axle were but these aren't , need something to get Good grip on them to pull.
 
What's the best tool to get a grab on them to pull them out ? and will I have to loosen Lock Nuts for them to move forward ?
Does your shaft not have a thread inside? I usually use a bolt, turned in to the shaft a few threads, to pull it out. They move easily.
 
Just been looking at one of Busters guides on rear axle got an Idea that might work, if I put an old circlip on might be able to get a grip on the inside of it with something to pull on it.

Just get hold of it with your fingers, they pull out easily. On the other end is another set of splines that slide back and forth.
