Advice for injector "malfunction"

I'm looking for a bit of advice on what could be the cause of the following problem.

Landy Specs: 1982 Series III SWB 2.25 diesel.

No 1. Injector (one next to radiator) is not spraying correctly. Well actually that's a lie, it is working. When turning the engine over with the injector out it's obvious that it's not spraying correctly. More of a squirt than a mist. However if 1 and 2 are swapped over then it's 2 which is not working properly (i.e. the one sitting on the frontmost fuel line).

My guess is that based on the fuel coming out that it's not getting enough pressure through to the injector.

Is this likely to be a dodgy fuel pump (considering the Landy's only done 68k and almost all of those were on the road). If it is dodgy then which is it more likely to need:

1. Cleaning
2. Replacing
3. Timing corrected

Maybe all this is circumstantial since I plan on starting a complete rebuild starting with a galvanised chassis. But any suggestions as to what might be causing this would be nice. A friend did think that the fuel pump might have to be replaced but considering the low mileage (for a Landy) I want to explore other avenues first.

I think that I tried that with the same results, but I shall try again when I get the chance. If it as I think then do you have any idea on what might be the most likely culprit?
