Adjustment of steering wheel angle

I am trying to adjust the steering wheel as the top rim covers the speedometer etc and I have to keep bending my head down to see my speed. I unlock the lever down towards the floor but the angle of the sterring wheel will not budge no matter how much effort I put in. Am I missing something or is a bolt or something just done up too tight somewhere.

No, It should move easily. mine will drop under its own wieght. It only moves about an inch, so not a lot of adjustment.

Its might be down as much as it can go try lifting it up to see if it moves
