My mate had a 200tdi put into his truck after destroying his other 200tdi.
Long story short he says it ain't as fast as the other. His original didn't have a tweaked pump and nor does this new one. The new one I tweaked for him and the fuel adjustment pin was stiff and sticking so I sorted that out... Ive took my boost gauge off and fitted it to his truck and he is boosting at 0.5bar after I shortened his actuator 6mm, if we rev the engine hard under the engine bay the actuator doesn't move. Or if it does its slight.

Can I just remove the little cover over the fip locking pin hole and chexk tdc with flywheel hole in the bottom, then crack the nut on the fip if it's out.
 
yes but dont undo single nut just the 3 10mm headed bolts,also its best to fine tune pump by using a series of smaller dril bits and holding the pump by a spanner on the large nut clockwise against pin then tighten the 3 bolts ,you do this till knock appears when engines running then go back to next bigger till knock just goes thats optimum timing,because of tolerances between engines this varies between different ones ,some std pin perfect others not so
 
So go lower and lower with the drill bits in the hole. Try and turn the fip clockwise so the locking tab is touching the left side of the drill bit... How far out can it be. Do I try it with a 5mm bit or do I go down in ones? This is all with the rest of the timing set to the marks I guess..

Another worry was that the actuator was faulty, we assume that there is a diaphragm inside it or something that could be split, the boost gauge tells us otherwise.
 
Quick update: adjusted his turbo some more and gave him my boost gauge, turned it up to 0.6bar with the t piece plumbed in near the fip side of things so it's probably boosting slightly higher. He's happy with it now as it now pulls up hill in 4th
