300tdi keeps shreding cam belts

my parents 300tdi has had two cam belts fitted and had shredded them both and cant work out why, everything looks in line and eveything has been torqued each time. any idea's?

Crap make of Cam belt ? pullys are not clean or have sharp teeth etc .

Does it just rip the teeth off them or does it shred them ?

there is no sharp edges i can see, it shreds it like a cheese string, not stripping the teeth off

that sounds like over tightened belt as the fibers are being stretched . what make of belts are they ???
