300 tdi vacuum pipe goes where?

I have a 1995 300 tri auto with edc and cruise control there is a vacuum pipe that runs along the bulk head has a connection in the brake servo to a tee piece one end drivers side goes nowhere should it connect to the cruise control? The other runs down the passengers side inner wing again to nothing, where does this fit?
