200tdi running problem

hello there! can anyone help?
i have a 200tdi in my series 3 , and it has bit of a problem, it idles fine accelerates fine, pulls good but when on flat throttle or with little load it runs very lumpy!
somebody suggested governor problem? have re-piped everything new fuel filter etc no air leaks.
please any ideas

fit a V8 with gas kit.
