I'm not ready to give up on it just yet, I've done almost everything else on it so it's just this left. For now.

Got the head off, the tappet slides have quite a lot of scoring down the side of the brass bits,also the oil feed in the head gasket for the rockers seems incredibly small. Can't see how this would be an issue,but seems odd.
