Silly suggestion time. How cold are your hands. My tablet wont recognise the touch when my hands are very cold.
Second suggestion : get it on diagnostics.

I have Reynaud's syndrome, my hands are always cold, never had a problem with modern capacitative touch screens. You could try a touch screen stylo.

I don't have Reynaud's (thankfully) and I have trouble with touch screens on all sorts of things because my fingertips are calloused and don't seem to trigger the capacitive screens. A style (as suggested), might be your friend.

calloused fingers will not work a touch screen very well as you have found. When I was an apprentice, my boss could get hold of live 240 wire ends with his fingers and feel nothing
