2.5na injection pump

So I installed a used injection pump on my 2.5na diesel. I have 30psi fuel going into the pump and nothing to the injectors. Belt is turning the pump I can see through the inspection plate. I’m guessing I got screwed and got a bad used pump?

30psi is way too much I would have thought. 4 or 5 is normal.
12v supply to the stop solenoid whilst cranking?

Yes 12v to solenoid I even changed it from the other pump. I have 0 fuel to injectors out of this used pump.
