2.2 puma vacuum pump not sealing

Have just had do do a head gasket replacement on my 2.2 puma defender due to snapped glow plugs, once everything was back together went to start it and noticed the breaks were very firm after closer inspection, I realised there was oil leaking from the vacuum pump, I replaced the seal and then the pump it's self but still no luck. Anyone know how to sort this issue?
 
Not sure about this, but does the pump have a "male" connection to the "female" end of a camshaft? which might not be properly aligned, stopping the pump from working and stopping the pump from closing up to the gasket?

Thanks for the reply, the pump does indeed have a male end going into a female end on the camshaft, and I've had it in and out making sure they are aligned but still no luck
