1986 Range Rover Classic what is this part ?

I have recently purchased a LHD 2 Door RRC with a 2.4 VM Engine.

I have not been able to test drive it yet, I was told the brakes were iffy and I live on a hill with a sloped driveway so its chocked etc.

The vehicle runs and I have a strong clutch and brake pedal, the brake pedal gets firm when I pump it but there is a slight hissing noise and as I do so the pedal gets firmer the more I press it.

Under the bonnet I spotted 2 odd things :-

1. A 'spare' pipe sat next to the clutch master cylinder, that seems to have no where to screw into.
2. A fitting tied to the brake servo with some string, it looks like it might be the remains of a slave cylinder.

I have had a good look online at other vehicles and in the parts book I can't see anything similar.

Any thoughts ?

Servo assisted brakes work with a vacuum. You could be hearing the movement of air? When the engine is off and you pump the brakes pedal, you get 2-3 pumps before all the vacuum is lost, as this happens, the pedal action gets firmer
