Are you happy with the timing? Did they find anything wrong with the fuel pump , will it fire with ether or a little fuel tipped in manifold?

Have you bled the fuel system fully? Bleed at the top of the fuel filter then bleed the injection pump. Make sure your fuel solenoid on the injection pump is connected and is working, you should hear it click when operating.

What is the quality of the fuel in the tank like? Did you drain the old fuel, and refill with new?
Have you changed the fuel filter?
Assuming the system is bled, as above, which can take a while, is there any fuel at the injectors with one union loosened?
If there is, the best way to get these going is a tow start, we used to chain them to the back of a tractor, and tow them up the lane until they started.
