Discovery Td5 fuel gauge problems

hi, i have problems with my fuel gauge on my disco td5. it reads just above empty all the time and the tank is full. I have changed the sender unit/pump, no joy, have tried a new instrument cluster, but still no joy. I have checked the wiring and all is ok and have also over-layed the wiring with my own wires and it still doesnt change things!! i have also plugged the original cluster and pump into another disco and both units worked. Has anyone got any ideas on this? it would be a great help. Cheers, LandyLaw.

On an older car I'd say voltage regulator. Don't know if your instrument panel has one though.
