Think you mean shoes in drum.lol.
I'm presuming your handbrake is the shoe in disc affair, my first port of call would be discs off for a look see, have someone operate the handbrake, try to ascertain what is limiting the shoe retraction.
On the p38 yes they are discs on the road wheels but the handbrake is a transmission brake. Drum brake fitted to the rear of the transfer box and locks the rear drive shaft coupling.I'm presuming discs all on all four corners, with handbrake operating on inner disc,,,,,,yes, some call it it a drum, but it's a disc drum combo.
Yes please, think you are confusing the set up with the 322 which as you say have a disc/drum set-up on the rears.D'ya wanna hug?

If the rear seal is leaking oil into the drum ,the shoes will stick with vacuum when parked over night in the on position ,and after a while the lining can get pulled of the metal backing and jam against the second shoe locking even when driving.Not trying to scare you or anything
