With my 300tdi auto Discovery I am getting 27-35mpg, sometimes less around town. I have just bought a 200tdi manual Discovery and it has a slightly better mpg, not sure by how much.
If your main concerned is about budget take into consideration cost of parts, labour and purchase price. Most vehicles with 300tdi and 200tdi will need a far amount of work doing to them by now.
