Putty (?) behind door cards

So I took the door cards of my 1995 Defender today (foolish I know) mainly to see what was what and to work out why the passenger window only wanted to go half way .....


Where do I start ?

Well - the door card was sort of glued on with what looks like putty or plumbers mate (along with the small black Xmas tree thingies) ... is this normal or has someone added this thinking it was a good idea ?
It came off easy enough and the paint behind looks new.

More than I can say for the bottom of the doors and the window runners, and the inner and outer window seals

Out in the garage I have a line of Silicone, a line of Decorators Caulk and a line of Plumbers Mate on the back of my door liner.
