My '94 90 300tdi is fitted with a panasonic CD radio which works fine with the engine running or not on FM radio and with the CD.
On AM, with the ignition key in the aux' position it's OK, however as soon as I turn the igition on it crackles, engine running or not.

Any one got a clue what's wrong and how to fix it?

AM cracking is usual electrical.

Does the noise change with engine speed?

Can sometimes be cured by fitting suppressors to alternator, and on petrol engines the ignition coil

This article tells a little more:

Car Audio Noise Troubleshooting

Loads more on google under 'car audio noise suppression'

The nnoise starts when I turn the ignition on without the engine running and doesn't change with the engine running only the position of the vehicle makes it better or worse.

Um. Honestly not sure then. Instinct says ignition on is activating a circuit that is interfering, or maybe one that wiring runs close to.

High current circuits are glow plugs or heater fan if that's on.

Strange!

Is the aerial earthing properly? Mine showed similar symptons until I ran a wire from the bottom of the aerial onto the bulkhead.
