Just fitting the new master, the shaft that fits to the pedal is not attached to the master cylinder, is this to aid fitting or have I got a dodgy unit here?

I can only seem to force it in while rolling, I didn't want to risk screwing up the starter motor by starting it in gear.

I've only had 1 garage say he "could" do it, but 60 quid for a couple of miles is my last resort on monday, (no other local recovery want to know) thought I'd try on here first. All help is much appriciated.
