    The plate in the tub had both rivets and bolts. Both the bolts had nuts on in unreachable places! I drilled out the rivets and dremelled around one bolt, levering the plate upwards and away from the filler pipe. Then I could see the tiny nuts behind the outside four bolts and could undo them...

    OK. I am going to drill out the rivets in the cover assembly in the tub, not the exterior filler cap area. I should be able to get at the end of the pipe to remove/replace. All will be revealed..in the fullness of time.
