the rev counter has been broken since i bought it and im wondering if there is an easy way of fixing it. is it a common fault with the old 19j engines?

is it worth getting my landrover going at the moment, its in a really annoyin place to get to. theres not a lot wrong with it, just the fuel system in naffed and the starter is completely gone so it wont take long to fix. but its so damn cold outside and there is at least a foot of snow covering...
