so my fuel pump reads empty all the time I think it may be the sender unit on the fuel pump could it just be a wire out or something

So my discovery's gateway actuator was disconnected from the rod/turbo and I'm wondering why its been disconnected or how much I should screw it up.

It's a 51 plate td5 it's in a basic form I'm working on it now. The one thing I'm trying to find out is the gateway actuater was disconnected from the rod/turbo when I bought it and I'm not sure how many turns I should screw it up.
