the black rubber seal as pictured above is were the leak is comming from (bottom of the seal) does anybody know were i can get new seals from?

Just removed my EGR and noticed a black pipe that goes into the inlet from air filter box to turbo. is this just a breather for the engine and is it possible to remove as it must be increasing air temp in the inlet. Thankyou for your time reading this. Ian
