Ok might have found the issue. The pipe leading to the solenoid is making no seal. Changed it for a piece of temporary hose. No whistling sound.

That's exactly what it sounds like. Soon as you come off the gas. Quick whistle burst.

More service work.

Looked at hoses from the intercooler to the turbo, and they are rock hard. They definitely could be the issue. Will remove them and check throughly. Its as soon as you come off the gas, a burst of air or whistle. It last less then a second.
