If the whistling is louder than normal I would defeninatly change the hoses. Change them anyway before the turbo its a lot cheaper to find out if its them before you buy a turbo.

Id say its is solonoid or its jammed. Easiest way is to get a mate to turn the key while you listen to see if its getting power, or get ur multimeter out. Or remove it and shove it on the bench a test it.
