I had the same problem with my dash. there is a trim kit available that neatly fits the edge of the dash and it is screwed in place . the only trouble is that because it is against the windscreen , trying to get a screwdriver against the windscreen is very awkward. Hence i did mine...

what about just upgrading the headlamp bulbs to xenon , they are the same wattage so no need to change the wiring , they just give off a much whiter light as xenon gas burns brighter.
Just dont be fooled and go for the blue look bulbs ( very gimmicky ).

The corrosion around the seat belt mountings are not really the problem here its the number plate lamp that's the real problem.
You have to ask yourself do i scrap it or just off road it.
I had a similar dilema when my much loved disco failed on the rear windscreen wiper rubber.
