Just got back from work to find that when I turn the ignition key, there was no pump priming or any noise at all. Could this point to the pump relay?

This has probably been asked before, but here goes. Recently I have had the engine warning light come on while driving and at the same time I have had a loss of power. I am still able to drive but at a limp. Switch off the engine and restart and the light has gone out and back to normal...
