The Diagnostic plug give access to other ECU's ABS SRS etc but uses JLRs own protocols.

Update....they are imperial bolts the same size as seat belts anchors etc.

If the bonnet lock is free then the cable is probably rusty/sticking and not returning completely and leaving lock only just engaging. Release from lock and make sure it's free to move easily.

You could use "rivnuts" instead, m4 should be plenty big enough. You could then paint the holes

use a spot weld drill bit, it has a flat face with tiny point and allows you to carefully drill through a single side of the 2 panels releasing the spot weld but leaving the 2nd panel intact, then reassembly can be plug welded back together.

The bolt (with the shoulder) will fit accurately and align the swivel ball for correct castor. If all were set screws (full thread) the swivel ball could be rotated in either direction because of the clearance of the thread in the hole.
