Are the cams correctly located on the dowels? Very easy to get them in the wrong holes and be out of time. The inlet dowel should be in the slot labeled inlet and exhaust dowel in exhaust. Then the writing on the cams from inlet manifold should go inlet exhaust inlet exhaust.

I have had a friend loom at a lr dealer and he can't find anything to do with the fault I'm having.
