Hah. Tru dat. FWIW it wasn't the battery in the fob (it still reads 2.9v on the multimeter). I'm not sure quite what went on, because I took it to the local fob guy and the ECU happily re-paired to it.

Turns out the key does fit the lock: the metal cover that slides over to protect it from the rain had jammed in place (spring had come off) and was blocking the key. Today's locksmith just pulled out the spring and removed the cover. Easiest £120 (fixed price for accessing the car agreed in...

*shrug* I don't know, but since the lock is broken anyway I'd rather spend a bit of money getting a lock with a key that'll open it (even if it doesn't match the ignition barrel) than break a window and still have a lock I can't use.
