Take off the pipe accross the top of the engine to the heater matrix then attach a hose pipe to it and turn the tap on, somtime it will take a while for water to come through, these are realy bad for air locking, we always force bleed with a hose every time we have to drain a cooling system on...

sound like it is over boosting and cutting the fuel to bring the boost down, check the vacum pipes from the waste gate to the solinoid and from the solinoid to the inlet pipe this happen when one of these split or comes of, we get loads of these in.
