No need to remove the dash. A long screwdriver and one duct to cut, easy peesy. as long as the screw is not corroded in. Use a S/S socket head screw when putting it back and a smear of silicone grease on the O rings.
err . . actually three causes.
1. Its either that the valve is actually stuck closed.
2. Or its a faulty height sensor & ECU confuses the reason
3. Or intermittent connection in the driver pack connector, i.e. if the driver pack cannot trigger...

As far as i know its only tornado thats able to "tune" the bosch ECU's.
Without doing the cam its virtually pointless to tune the ecu.
But these engines are good ones to learn on, they still quiet simple and there is a huge amount of resources...
