had the turbo off the td4 this morning....Its actually not that hard, even without removing the IRD.

Access is tight to the oil drain line and the two 13mm bolts just above this, but a decent 1/4 inch ratchet and some extensions of various lengths will do the job.
The three bolts under the air box on mine were weird things, not torx head or proper spline-drive, but multi pointed things. A standard 14mm multi-hex socket fit them nicely. Hardest part of the job was getting the exhaust down-pipe off. One nut can be accessed from the left hand wheel arch with a load of extensions on the ratchet, but the other has no space to get at with anything but a spanner. Needs a decent 17mm open-ended spanner to get at it, but space is so restricted I could only get a tiny degree of movement each time...took a while to unscrew it the full length of the stud.
Anyway....as suspected, the VNT was jammed up solid. I took it to bits and its easy enough to clean up and get moving freely. I never bothered to be too thorough though, as the turbo really needs replaced....a reasonable amount of oil seems to be leaking from the main seal, and while there was no noticeable play in the turbine shaft, it feels a little "tight" to me - every other turbo I have seen has spun much more easily than this one.
So....Where should I get a re-con? does anyone have any recommendations?
I see various places on ebay offering them at about £300 - £400. Any better than the others? Some of the cheaper ones come from the former Eastern Bloc...Latvia etc. Ebay feedback is excellent on them though.
